To view skeleton directory for your domain :
>>Login to your WHM Control Panel and click the "Skeleton Directory" setting on the lefthand side of the screen under the heading, "Account Functions ."
>>On this page you will see a line with something along the lines of: /home/user/cpanel3-skel where user is the username for your domain.
>>If you place an index.html file in /home/user/cpanel3-skel/public_html,every new account you create will have that index.html file as their default.
